Resumen
With a sociological perspective, the conceptual model of Knowledge Management is applied, to complete the circle of needs that the population evidenced from the State has, and the deficiencies and / or demands that civil society organizations have with legal status or not. Uniting both poles of analysis, using the concept of effective social action based on a comprehensive, complex and purposeful problem, which is the sociological proposal associated with the model mentioned above. Having a social sense in the latent problems that are in the public sphere of society, sociology is a science that will contribute not to fall into demagogy, immediacy and isolated proposals of the problem as a whole. Evidence between the results, causal problems and manifested effects, identifying the structure of the reality of each organization, as well as the discussion of organizational introspection problems such as: Culture, institutionality, history and subaltern interests. It is concluded that, the sociological perspective is associated with the conceptual model of knowledge management to guide that effective social actions have the horizon to attack the problem and not the problem.
