Resumen
In this pandemic period, deficiencies in communication systems have been evidenced, even more so in rural sectors, national and local regulations have not met their objectives, this research identifies deficiencies in communication strategies in the rural district municipality of Langui, in the province of Canas, Cusco region in southern Peru, public communication in recent years has made important advances in citizen participation, however, in the rural sector the deficiencies are still manifested, both from the theoretical analysis as in the application itself. In its methodology, it is a cross-sectional non-experimental qualitative-quantitative descriptive research, the study is limited to the Langui district and its populated centers. Among the highlights is a district with multi-ethnic characteristics, in its various identities with conventional urban communicational proposals, both in the message and in the channels and means used, generating weaknesses in the direction of the message; Therefore, the provisions of the municipality, the regional and national government, arrive with a lot of deficiency. It is concluded that it is necessary to rethink rural communication strategies, within a democratic and participatory scheme with an innovative perspective.
